The Texas Department of Motor Vehicles (TxDMV) expanded its pilot electronic lien and title (ELT) program statewide on Nov. 2, and VINtek, a Philadelphia-based provider of auto finance services and solutions for lenders, has begun processing ELT titles in the state for several financial institutions.

Texas is the second largest state in vehicle titling volume in the United States and joins 13 other states offering ELT.

ELT is alternative to paper-based titles, and enables lienholders such as banks, credit unions and captive and non-captive finance companies lending in Texas to receive electronic vehicle titles instead of the traditional paper titles from the DMV. The paperless process reduces postage, storage and supply costs, as well as reduces exceptions and the chances of a title being lost.

“In addition to ELT being a green and environmentally friendly process for The Texas Department of Motor Vehicles, we are looking forward to the time and cost-saving benefits provided by paperless title processing,” said Rebecca Davio, director of the vehicle titles and registration division of TxDMV.

“After a smooth pilot program and statewide roll out, we expect great success for the ELT program in Texas and look forward to working with the financial institutions that VINtek has lined up to make the transition from paper to paperless titles,” said Monica Blackwell, chief of titles for TxDMV.

“Texas joins a growing group of states who have adopted ELT as a way to help the environment and reduce the costs historically associated with managing paper automotive liens and titles,” said Larry Highbloom, president of VINtek. “With fewer errors and exceptions, no storage or postage costs and a faster, more reliable process for lienholders, borrowers and the state, everyone benefits from paperless title processing.”
